Private green gardens
In the Netherlands, private gardens do not yet receive any consideration in attempts to improve the urban climate and to control the water mission. Given the large proportion of privately owned green areas in the total amount of green, it would be advisable to develop instruments for this purpose. Private green gardens in fact have a major impact on the urban microclimate and the perceived temperature. More and more gardens are being paved over, in accordance with the fashion proclaimed by gardening programmes. This development can be offset by more education about the role that urban gardens play and by better utilising the possibilities presented by zoning plans. Options that are already used in other countries are to make it mandatory to disconnect the runoff from gardens (Belgium) and to tax paving in gardens (Germany).
