Green private gardens

Private gardens greatly influence the urban micro-climate, the perceived temperature, and the control of the water mission; this is not sufficiently recognized in the Netherlands. Given the large proportion of privately owned green areas in the total urban area, more than half of the urban area is privately owned, it would be advisable to develop instruments for this purpose.

More and more gardens are being paved over, in accordance with the fashion proclaimed by gardening programmes. This development can be offset by more education about the role that urban gardens play and by better utilising the possibilities presented by zoning plans. Options that are already used in other countries are to make it mandatory to disconnect the runoff from gardens (Belgium) and to tax paving in gardens (Germany).
